This is a Gem prooflike token with similor treatment before a second strike, I believe.
I have a lot to learn about similor and am seeking more information.  : (

While fecit ordinarily inidcates the engraver, it seems that John Alston was a mint official.  You know politics.

It is extremely unusual to see a currency token with the inscription 'POOR HOUSE' as opposed to 'WORK HOUSE' or 'WORKHOUSE'.
