Silver is looking good as a buy at the moment, that is as long as you're not paying the high premiums that ASE's, Brits, Libertads,.. go for Ebay.

I wonder if the prices are going to continue to go lower?

It is very possible to see silver drop down to around $10/11 oz once before heading up, more likely so if Cap and Trade fails in the Senate and Healthcare reform goes down as well. If Cap and Trade passes then expect any dip in PMs to be very short lived will a strong upward trend for some time to come.

The overall spending of the government and its handling of the money supply in general are promoting an upward movement and silver will most likely see $20 plus oz in the not too distant future.

Now is the time to buy silver! :) I have been buying all I can as I think it's the best investment! I have a very knowledgeable "think tank" who agrees with me, and they are putting their money where their mouth is too.
 If you do not feel comfortable buying silver, then don't. But no "should haves" later ok? I'm kidding, but really silver is about as safe a metal as you can get. A friend of mine who has very little investment money buys 40% silver "blue Ike's"  (1971-1974 Ike Dollars, made of 40% silver, sold in blue envelopes to collectors in those years). He pays $5 to $6 each and is buliding wealth! And he does not miss $5 here or there.
