Well, it looks raised to me.  It also kind of resembles the 'L' in Liberty.  I was wondering if it may have been an issue with the die, where a chipped piece made an impression and was stamped into some of the coins.  Or, it could be something else.  It seems to line up with the exisitng 'L'.  :-\

Very nice coin.... The scuff does not hurt it much IMO.
