California Parks & Recreation Department Award Medals

I purchased this identical pair of award medals on eBay. When I received it, I removed them from the case to shoot these photos, and I discovered that they had toned on the underside. I think it is kind of neat that each medal bears toning on a different side.

Were those minted in 1928?  It looks like someone sure took good care of them.

I'm not sure when they were struck. The CPRD was founded in 1928.

Since it has "Superior Achievement Award" and "Volunteer Services" on the one side, I'm thinking it was presented to an individual for donating their time in one of the parks.
