Download the form marked 'en'.
Fill it in & outline your complaint against eBay & PayPal,then send it.The form can be filled in anonymously.
Don't forget to state that you want to invoke Article 82 of the European Union Treaty,which will trigger a complaint against the authorities of all 27 E.U. member states for failing to apply E.U. law against eBay & PayPal.
If enough people fill in a copy of this form & send them into the European Commission,then they will take notice & file legal action in the E.U.'s own courts.
Hopefully,this will spur the authorities in other countries,including both America & Canada,to file legal action against both FleeceBay & PayPal in their own jurisdictions.
